ITU estimated that 2.2 billion people remained offline in 2025, mostly in low- and middle-income countries.
ITU Facts and Figures 2025PIA AID
AI should widen opportunity — not widen the divide.
PIA AID is American AI’s approved public-benefit direction: a programme intended to make useful AI easier to reach, understand and use for people who might otherwise be excluded by cost, connectivity, devices, language or digital confidence.
Help people become more capable—not more dependent.
PIA AID is not about handing somebody a shiny chatbot and calling the problem solved. It is about helping a person complete something useful, learn while doing it, keep control of the work, and build enough confidence to take the next step.
That may mean writing to a customer, organising farming notes, preparing a price list, understanding a form, practising a language, creating a basic business page, preparing a job application, or turning a rough micro-enterprise idea into a clearer plan.
The AI divide is already visible.
The problem is not simply whether an AI model exists. People need affordable connectivity, usable devices, locally relevant language and context, and the confidence and skills to turn intelligence into something useful.
Only about 23% of people in low-income countries were using the internet in 2025.
ITU internet-use dataWomen in low- and middle-income countries were 12% less likely than men to use mobile internet in 2026.
GSMA Mobile Gender Gap 2026The World Bank describes these “four Cs” as foundations for inclusive AI adoption and notes the growing potential of smaller, more affordable AI applications on everyday devices.
Access should lead somewhere.
One useful step can change what comes next.
Magic Bean is the simple first doorway into PIA AID. The person does not need to understand model names, accounts or technical jargon. The first question is human:
A trusted start
A simple invitation, link or access route.
“What would you like help with?”
One real problem. One clear task. No AI jargon.
Make something useful
A message, plan, price list, application draft, learning step or organised set of notes.
Help someone run the work in front of them.
For a home business, market stall, farm, workshop or early micro-enterprise, useful AI may be less about “AI strategy” and more about doing ordinary work better.
Communicate clearly
Draft customer replies, simple offers, product descriptions and follow-up messages in language the person can review.
Present the offer
Create a basic price list, organise product information, prepare questions about costs and describe what is being sold.
Make the work manageable
Turn notes into tasks, organise stock or sales records, prepare a simple weekly plan and keep track of next actions.
Become easier to find
Prepare basic page copy, business information, FAQs or a simple web presence where an approved programme provides that support.
Learn while doing
Explain the reasoning behind a useful output so the person becomes less dependent on the tool over time.
Prepare better questions
Organise questions and facts for a bookkeeper, agricultural adviser, trainer or other qualified local professional rather than pretending AI replaces them.
PIA AID should not make regulated financial, legal, medical or agricultural decisions for a participant. Its role is practical help, preparation, organisation and safe referral where expert judgment matters.
Your work is yours.
Public benefit should not become a new kind of digital dependency. Portability, privacy and the right to leave are part of the design.
Keep a useful project or summary.
Take the notes or documents away.
Continue with another legitimate AI or human service.
Provide a clear deletion route subject to narrow legal or safeguarding exceptions.
Access is the beginning—not necessarily the whole answer.
Some people may reach a point where a modest amount of extra support could help turn a practical plan into a stronger micro-enterprise or work opportunity. PIA AID should treat that as a separate, human-governed support decision—not an automatic AI recommendation.
Skills and mentoring
Training, local-language resources, digital confidence and practical coaching.
Tools and presence
Where funded: simple hosting, a basic digital presence, device/connectivity support, equipment or other controlled practical inputs.
Grants or referrals
Where formally established: small grants, partner referrals or other transparent assistance before assuming debt is the right answer.
The evidence for microcredit is mixed: major randomized evaluations find modestly positive but generally non-transformative average effects, while digital credit can create over-indebtedness, fraud, data misuse and poor-transparency risks. Any future finance pathway should therefore come later, under specialist country-specific consumer protection and preferably through appropriately governed local partners.
A useful programme should be adapted—not merely translated.
PIA AID should not assume American AI knows every community from Delaware or Australia. Language, infrastructure, culture, local rules and safeguarding arrangements matter to whether assistance is actually useful.
The strongest future delivery model combines American AI technology with a trusted local organisation, local-language and cultural review, and real human support.
Start bounded. Learn honestly. Expand only where useful.
PIA AID is a company direction, but responsible delivery should be staged rather than announced as though every element is already operating.
Prepare
Set the governance model, target country or region, local partner, supported language, provider arrangements, privacy and safeguarding controls.
Magic Bean pilot
Adults-first, low-bandwidth, low-risk use cases, one real problem at a time, with a transparent funded allowance and human support.
Measure usefulness
Track completion of useful tasks, confidence, portability, support demand, unequal outcomes, privacy complaints and safety incidents—not message volume.
Business capability
Add structured training, business organisation, digital presence, mentoring and carefully governed tools or grants where evidence shows they help.
Responsible finance research
Only where justified: evaluate partner-led microfinance or other finance with licensing, affordability, hardship, privacy, complaints and human credit decisions.
Expand carefully
Grow only after the programme can demonstrate useful outcomes, safe delivery and a credible local operating model.
Access alone is not enough.
Current research points in the same direction as the PIA AID design: combine access with skills, local relevance, business capability and human support, and be cautious about treating credit as a universal solution.
The four foundations
Inclusive AI depends on connectivity, compute, context and competency—not software access alone.
Business training can help
A meta-analysis found average profit and sales gains around 5–10%, with stronger results possible through localisation, mentoring and improved programme design.
Layer support
World Bank economic-inclusion programmes combine skills, coaching, business capital and market access rather than relying on one intervention.

Intelligence shall serve, not reign.
PIA AID extends that proposition beyond product design. If AI becomes a major source of productivity, knowledge and economic power, American AI intends to explore practical ways of widening access to those benefits.
Read the Public Founding CharterThe programme is intended to help people learn, communicate, organise, create and build—not to make them dependent on PIA, a donor, debt or an AI provider.
